Rayburn Francis Casper, age 82 of Monroe, passed away on January 24, 2019. He was born in Oconee County on January 22, 1937 to the late Ottis Richard Casper and the late Eula Mae Weatherford Casper. Surviving are: Wife, Carole Stepp Casper of Monroe; Daughters, Yvette Casper Rooks of Monroe; Penny Casper Hopper of Social Circle; Sons, Anthony Casper of Monroe, Shane Casper of Rutledge; Sister, Carol Huff of Athens; 7 Grandchildren and 4 Great Grandchildren. Funeral Services were held on Sunday January 27th at the Chapel of Meadows Funeral Home with the Rev. Jim Draper, the Rev. Frank Appel and Ronnie Lee officiating. Interment followed at the Campton United Methodist Church Cemetery.
